Does anyone have experience with child maintenance timescales - uncooperative father?

Hi all,

Just after a bit of a feeler if anyone has any experience here with the CMS.

My sister had a child just before Christmas, and the father (who accepts he is the father to be clear) is refusing to pay any maintenance for the care of his son, which means my sister is generally penniless 99.99% of the time, spending her mat pay, child benefit, UC etc all on the kid and her needs (she also has coeliac disease .... so expensive!) . She does fortunately have some financially comfortable family to help out until she's more stable.

She has contacted the CMS to attempt to resolve this, and as the father won't cooperate she's asked them to manage the details, understanding that there's a "management fee". This was around six weeks ago now, and the CMS state it's at Stage 3 (whatever that means).

I'm just wondering if anyone has any practical experience with how long it can take to resolve in reality at all please?

Quick edit: The father is in full time employed, earning over £35k,  on a standard PAYE employment type of work, so not self employed or working in the shadow economy etcetera.
