HMRC sent me a bill for £4000 for untaxed interest on money sent from Barclays bank. I've never had a Barclays account. I'm a teacher with no other source of income and have been on PAYE for more than 20 years. In a letter from HMRC, they say they, "cannot alter or adjust figures provided directly from a bank” and “the responsibility for a correction lies with the bank itself" and that “HMRC will require digital corrections to said figure from Barclays directly”
I've spoken with many Barclays representatives face to face, and each one says that because I have never held an account with them, they cannot help. One agent called the investment department of Barclays directly who repeated the same thing, that for them to do anything, they require an account number.A TIER 1 letter from HMRC I received says that this letter is a completion of my complaint “under the first tier” of their complaints process. They clearly have not answered the points I have raised at resolving this issue. So as it stands, Barclays cannot help me and, it appears, with this advice, neither can HMRC.
I want to clear this up and will escalate it to a TIER 2 complaint. I need help from HMRC. Surely they should be able to query from where this money came from by contacting Barclays? The information they claim they got from Braclays is false. Surely they have a duty of care to me as my tax concerns are being affected?
For any advice on this - I'd be grateful.

Have you made a formal appeal against the assessment charging you the tax due; the notice assessment will explain your rights of appeal?
Your complaint is with Barclays if they have given HMRC incorrect information.
HMRC have acted on information provided by Barclays and the onus is on you to establish the HMRC assessment of tax it is wrong because you don't have any accounts with that bank.
HMRC should give you details of the account which Barclays have told them is yours. Go back to Barclays and get it in writing that it isn't your account and you don't hold any accounts at all then send a copy to HMRC.

Out of blue, is there anything dodgy about the HMRC letter - does it ask you to pay £4000 to "someone's" bank account? Can you see the same bill when you log in to HMRC account?

Do you have an estranged parent or the like in your life who may have set up an account in your name at some point in the past? I know if two people who have done that for children they now no longer see and have always thought that at some point the child would find out because of tax issues.I would insist that Barclays check their accounts for one in your name. If you told them from the get go that you have no account with them then they may well have not bothered to look.If they say that search doesn’t show an account then the ball is clearly in their court to change the information they gave to HMRC0

If you are still being sent around in circles. You could raise a “subject access request” with Barclays so they have to share with you anything/everything they have with your name. Maybe helps to find the account in question.0

OP's national insurance number used for another customer of the same name at Barclays?

Are you saying that Barclays Bank has advised HMRC that you hold cash in an account (or accounts) with Barclays on which you received £4000 in interest in the financial year ending April 5 2024?
