I sold a phone on ebay just before xmas, non received and royal mail state it is at the post office

afternoon all, i sold a phone on ebay ad posted it via special delivery on the 18th december
A few attempts were made to the address from the tracking info and from the 24th december its been showing as 'item prepared for redelivery to post office'

The buyer messaged me and i advised him that he would have to collect as royal mail only attempt a few times.   A few days after he started a non delivery claim,   that took about a a week and then i realised that ebay closed the claim and refunded the buyer.       i reached out to royal mail and submitted a claim for non delivery (i couldnt find a number for the local post office anywhere.

I have the following email back from royal mail

How do i get hold of royal mail to return the phone, I hope they dont now deliver the phone to the buyer but its been nearly 2 months.    I cant reply to the customer services email as its non monitored mailbox.  I paid the extra as the phone was £300 so i was covered for non delivery.

Do i raise a complaint to the postal review panel.

thanks

The item should have been returned to you after 18 days held.

You did put your return address on the package?

Even Post Code & house number at the very least.

I meant to say i tried that number,   I spent at least 40mins on hold. I went with option 5 (everything else) I have a feeling like everything else nowadays the only way they want you to contact them are group mailboxes

If the phone is worth £300, would it be possible for you to travel to the post office which is holding it?

Did you not follow up the original email that erroneously claims that it "concludes the matter"?

yes i called them,  the email address doe not accept any mails in only out, so you have to then either call or raise a further claim,  it looks ad if they make it as awkward as possible
