Basically summarised as debt collectors are all mouth and no trousers.

There is a very long and rocky road from defaulting on a debt to a bailiff knocking on your door.
The only debts likely to be worthy of such action would be Council tax debts, and possibly any individual with a grudge.
Commoner garden consumer credit debts will never use that option, as its an added cost, with no guarantee of recovering the money.

Just to add, you mentioned 'parking fines' - there is a big difference between actual council issued penalties (for parking on public roads) and the nasty private firms that prey on people in car parks etc. The latter is entirely a civil contractual issue and nothing criminal/prison related can come from it. And a lot of those firms send a lot of threatening letters but otherwise don't actually do anything. It would take a county court judgement against your son before any bailiffs can legitimately visit, whatever the letters might say. And even then, they can only seize things that are his, they can't take your possessions.
I know it's probably just one thing of many, but there is a sub-board on here relating to parking tickets (under the Motoring board) that would be worth a look at.1
