Using Price Calculator for post 1991 property re Council Tax Banding

Hi, can someone please clarify the correct way to ascertain the value of a property as in 1991 when it was actually built in 1996? I purchased a retirement flat for £140000 in July 2015. In March 1996 the very first registered sale price according to Land Reg was £83150. As you can see, retirement properties are not an investment like other properties ! If I use the publicised calculator to get the 1991 value, if I use my 2015 purchase price and date it gives me a figure which is much lower than my Band E bill, but if I use the first sale price and date, it puts me in Band E. Which figure is the correct one to use? Any help appreciated.

I'd suggest that the correct way is to ask the VOA. This blog post by them explains the process for valuation of post-1991 properties.0
