Partial Settlement Offer Query

I received a letter today from a debt collector. Can someone clarify if it states that I have been offered a partial settlement of £750?

"We are writing to advise we would be unable to accept £750.00 as a full and final settlement of the account. We
would only be able to offer a partial settlement which is a discounted amount of the balance and is updated on
the credit file as partially satisfied which would be the correct procedure for any discount offered.
If you would like to discuss a partial settlement of your account please contact us on the above telephone
number."

    You want a full & final settlement of the account and you need to accept that this will be recorded on your credit record as a partial settlement.

    I think the creditor may mean that they are open to a discussion but dont like the 750 amount.
