    The vast majority of the "problems" could be sorted if the average tax payer took an interest in their tax affairs and were proactive in getting things right.

    Would be even nicer if successive governments had thought fit to place 'financial literacy ' high up on all school curricula so that we cease having successive generations of financial 'numpties' let loose on a complex fiscal and legal ecosphere with virtually zero preparation.

    Indeed, and maybe if HMRC answered the phone when you try to call them we we could all do exactly this.

    If public services hadn’t been systematically under resourced for years and in fact increased to a level where they had enough resources to deal with the increasing numbers fiscally dragged into the tax system, and there was not the desire to drive everyone online then maybe there would be enough people to answer the volume of calls.
