This isn't offered, because while they are talked about as thank you events, a big part of them from the employers point of view is getting staff together and not calling it team building. But an 'I'm sorry you aren't able to join us' would be a reasonable expectation.1

awe paid for out CHristmas lunch but were able to claim a full days attendance, although we left the office at lunchtime.
Those who did not attend the lunch either stayed working in the office or took a half day's leave.
