Class 2 Payments, does the 18 digit code work?

Back in late October after phoning and getting the voluntary class 2 NI digit numbers needed i paid online. The ref numbers started with 11 followed by the amounts to be paid.
6 weeks later i phoned to check if they had the money and if the details were correct, that was confirmed but i would to wait for my record to be updated.
Waited another few weeks, record showed that one year had been filled but not a year i asked for? phoned again and this is what happened.
Not only did they get the years wrong they got the NI class wrong, i was paying for 5 years of class 2 but they allocated all that money and put it into one year of class 3!  
How is that even possible? the adviser said it should be changed and a caseworker will look into it? but i may have to wait anther 3 weeks! I have no idea what's going on.

    Raise s formal complaint. There is an online form you can complete. It seems to be the only way to get any timely proper response to complains/queries. I've had to do the last 2 years to sit out my class 2 payments!
