Could be. The list I found seems to be incomplete as Tom Hanks & Steven Spielberg, who also aren't mentioned, were awarded it in the late 90s.

I think Love It! know hardly anything about the Navy Distinguished Public Service Award. One recipient is J. William Middendorf II, who was awarded his in April 2022 ( see HERE ) and there could well be others after 2020 and before Tom Cruise.

I have a suspicion they have their awards mixed up, and that the answer they may be looking for is film director Jerry Bruckheimer who was honoured as the 35th Honorary Naval Aviator of the U.S. Navy in September 2020. Tom Cruise is the 36th.

The Department of Defense Medal for Distinguished Public Service is equivalent to, but is not the same as the Navy award (different medal and ribbon). The Navy have their own award, as do other departments such as Army, Air Force, NASA, Homeland, Coast Guard, National Intelligence, DARPA and even Accounting.
