UK CPM PCN/IAS Appeal Rejected after Parking was paid...

Hello, hope everyone had a good xmas and new year!

On 14/11/2024 I went to a hospital and paid for 5 hours of parking, stayed 3 hours, car park managed by UK CPM. 

PCN was issued by UK CPM saying I hadn't paid for parking, I promptly responded with evidence that I had. And I used their IAS Appeals Service. 

UK PCM via IAS said I was parked incorrectly (there's only one car park, one payment meter, no photos of me in any incorrect bays and I did not park in Disabled or Mum & Baby etc). 

Meanwhile I contacted UK CPM Customer Services and asked for a refund for the payment I made on the day since they felt I was parked incorrectly. 

Customer Services replied and said they couldn't allocate the payment to my vehicle that's why the PCN was issued. N.B. You cannot make payment without first entering a valid registration and I know I didn't get my own reg wrong. Customer Services didn't reply.

IAS rejected my appeal on 25/12/2024 on the grounds that I was incorrectly parked. They've given me 28 days to pay the original fine. 

I've emailed Customer Services again and told them I'm happy for them to keep the payment made on the day OR they refund me and I pay the fine instead, but not both. 

They keep ignoring me, and I'm not sure what to do, if their systems took payment and failed to allocate this to my reg, how is that my fault? Even after I made them aware (via email) that this transaction is for my vehicle they had plenty of opportunity to allocate that payment and/or refund me. 

What should I do? What would you do?

    You don't have a fine.

    You've wasted your time on the IAS which IMHO has shown itself to be unfit for years by its bizarre decisions from so-called  'adjudicators' whose words are not what right-thinking people would consider impartial.

    The suspicion is these are the same jobbing solicitors who are later paid to appear at court case hearings for PPCs. If that's right, it explains the 95% lose rate repeatedly inflicted on honest consumers by IAS Adjudicators.

    Nobody with a vested interest of any description should be involved in adjudication.

    Forget that kangaroo court.

    Ignore the parking firm.

    Only steps to take:

    - Tell them if you move house within 6 years.

    - Ignore the tedious £170 threatograms shown in pictures in the 4th post of the NEWBIES thread.

    - Come back if you get a LBC as per the 2nd post of the NEWBIES thread.  Probably from Gladstones. Search the forum and read a few!

    There is no risk in defending a claim.

    Thank you so much! I will try this, I knew shops and businesses would but didn't occur to me that the hospital would, it was St Mary in Portsmouth

    Thank you! I just couldn’t fathom how the IAS could see I’ve paid for parking, saw the operator admit that their systems failed to allocate the payment to my reg and STILL rejected my appeal. I could understand if no payment had been made at all or if I overstayed, but I was legitimately parked. I will do just that and ignore them now, I can’t imagine a Judge enforce a fine for parking I’ve already paid for. Is there like a parking ombudsman I can write to? Or a regulatory body above the IAS by any chance??

    Ask your MP to contact the group of MPs who are pushing Govt for statutory regulation for the private parking industry.

    The images they provided have me going in and out of the main car park and there's no mention of Staff on their paperwork nor the IAS. I did ask customer services if that was the case and they said no, it's just because they couldn't allocate the payment :s

    PALS responded and said: "From Monday 2nd December 2024, we are unable to assist with parking enquiries"

    They've provided a link to appeal with parkingenforcementagency org 

    Was worth a try I guess
