I used to ride motorcycles in all weathers, and used heated glove liners in the depths of winter. Not very practical for office use as they need a 12V supply. USB powered would be worth a look though if you don't mind being tethered.

Tethered... now, that's an idea.

18 degrees? I have our heating on 18, anymore and I find it way too hot. 

To answer your question I would go for fleece fingerless gloves to still maintain dexterity and thermal socks/boots if their is a chill around the feet area x
