Would I be best to pay the years 21-22, 22-23, 23-24,  ? as it says it will go up in price in 2026.

You need all the 10 available past and remaining forward years, 21-22 to 30-31, to reach the full amount so it is up to you how you go about getting them.  All the years shown will increase in April 2026 and each year after. 21-22 ceases to be available from April 2028, 22-23 from April 2029 etc.
