CF83 form response delay

Hi all
My partner and I lived in Germany from 2007 - 2015 and he wants to pay voluntary NICs. He filled out a CF83 form and posted it in May 2024 and expected a 6 week wait to receive a letter with a table of payment amounts. He never received anything so called in October 2024 and they sent out seemingly the same form which he filled in again and posted. He's heard nothing, so rang this week (December 2024) and they said he could expect a letter in October 2025!
We're of course worried that the April 2024 deadline will come and go and he'll miss out on the opportunity to top up. The person on the HMRC hotline said that as he has already applied, he will be able to pay after the deadline, whenever it is that they send him the letter with table of payment amounts (October 2025?).
This feels less than encouraging and we're not feeling overly confident that this is the case. We started the process in May 2024 thinking this would be plenty of time.
He wasn't able to fill out the CF83 form online as he seems to have self assesment online account is a business account ... which is another separate mystery (he's a self employed furniture maker) which won't allow him to fill out that form online or let him see his document progress status.

I was able to submit the form online in May 2024, received a response about 6 weeks later and am now like a coiled spring, ready to make the payments before April. We'd hoped for the same thing for him but alas...

HMRC has stated clearly that nobody will be disadvantaged by their delays in processing forms CF83. Based on what I saw around the time the the original 2023 deadline was looming, people were given about 8 weeks to pay after they received their letter and schedule from HMRC.0
