Yes that's good. It would work in court but probably not at IAS.

That's good to hear. Do I need to worry about the lease for the PPM appeal, or only the IAS one? I only have a printed copy and no scanner, so I'll scan it on Tuesday when I'm at work. But if not yet needed, I'll submit the PPM appeal before then to get it off my mind0

Surprise surprise it's been rejected. I'll submit the same to the IAS but attach the lease as discussed previously. I'll probably wait until near the end of the 28 window for doing so1

The PPM reply did not really address my points, especially regarding the court cases. I submitted the same appeal to the IAS but with the lease attached as advised, and PPM gave back the same response.
I will counter their points referring back to my document.
However, something to note is that they have attached a plan of sign locations. It shows that there should be one between the bay I was in, and the one alongside. The photos they have attached of the car clearly shows that there is not a sign there. I will revisit next week to check, but this is beyond the IAS deadline.

How does the following sound?
I note from the Operator Document entitled "Sitemap 1" that between bays xxx and xxx (obscuring bay 132 that the vehicle was parked in) that Parking and Property Management (PPM) have stated that there should be a sign. From their other Operator Document entitled "xxx PCN images.pdf" that there is clearly not a sign in that location. On that basis I am not inclined to believe that the site map is accurate and I would like the operator to provide evidence that the site map is valid, including signs between the vehicle and the building. The sign shown in their images is not close to the vehicle and is not visible upon entering the car park as it is side-on. As noted in my appeal under ground 3, but not responded to by PPM, this car park also did not have an "entry sign" on the date of the PCN, as per the definition stated in the IPC Code of Practice version 8 onwards.
I would also like PPM to respond to my other grounds for appeal, points 1, 2, 4, 5 and 6, as their response does not resolve them.0 -

and end the sentence there. Remove all this:
