Budgeting App - Recommendations

I'm spending far too much time tracking my budgets on Excel - I want to switch over to an app to speed things up, but so far I haven't found on that matches the way I track my budgets...
Happy to pay for the right one, if it exists.
First two points I think will be covered by most apps:
- It needs to download transactions automatically
- I need to be able to create my own budget categories
These are the criteria I'm struggling on:
- If I go over budget one month, this should reduce the amount available next month. Likewise, if I underspend on a category, this should increase the amount to spend the following month.
- Be able to amend a budget going forward, previous months would still be on old budget

Not all of my expenses are monthly, and things like groceries/fuel fluctuate. I want to be able to track that overall I am within budget and that if I go over slightly one month, I can see that it's ok as the previous two months I was under...if that makes sense?

There are free Apps but the one I use that covers your needs I believe is YNAB it is about 99 USD per annum.
The limitation of this app is the future forecasting so I am now also looking a Buxfer which I have only just started to look at in parallel to YNAB.
Buxfer is able to cover everything in YNAB and has a forecast but early thoughts are the interface is not very adaptable and I have a support call in for sync issues (lots of feedback / reviews suggesting CS is poor so I will wait and see).Challenges
