Is it true that if claiming  HRP increases your pension above the Pension Credit allowance you will lose Pension Credit?

Is this just a cynical way to give Winter Fuel Allowance to fewer people?  :D

    Sure is, HMRC and DWP conspired together 30 years ago in preparation for this eventuality.
