PCN - 'one or more wheel on footpath'

Hi, Ive just picked up my car from a residential street need my local station and have been fined for having 'one or more wheels on the footpath'. The evidence of pictures are broadly blurry and useless but one does show a wheel on the kerb - as in, the clearly differientiated part of the footpath which is a kerb. More to the point, it also shows a tree RIGHT need to it, so it is not a 'useable' apart of the footpath anyway, to my mind.
I live in a london suburb, people park on the kerb ALL the time due to the tight victorian streets. I had no idea this was even a thing!
Is it worth appealling?

Certain parts of the country dont allow pavement parking, even if its a part obstruction to the pavement, Edinburgh were in the news this year having brought it in, I believe that its banned in London
In any case, if its a council PCN then take the query over to the FTLA parking forum website and post there after reading their posting requirements there first1 -
Is this a council ticket? It's illegal to park on the pavement in London, but not elsewhere (yet).1

Oh, thanks, will go to the website mentioned. I had NO IDEA - as i say, parking on kerbs feels quite common locally due to tight victorian streets but in this specific case, it was by a tree so not impacting the ability, say, of wheelchair users or pram users etc.
