Is interest due Interest on Council Tax Refund?

I have been refunded for a property banding change, for a property I lived in from 2003 to 2013. The refund was made in November 2024 and I have no paperwork from the relevant Council - they simply credited my bank account, and I had to phone the Council to track down why I'd had it. I plan to ask them for a breakdown of how they have calculated the refund.

My question is whether they should have applied interest to the refunded money. The average time they've had the money has been 16 years, but I'd have thought it would be reasonable to expect them to calculate and refund interest compounded from the date of each over-payment, at something like the base rate at the time.

Has anyone experience of whether this is arguable?
