Overdales letter confusing

overdales letter, does anyone understand the terminology they are using. 
I'm not sure what part warrant balance is and the meaning it's satisfied, and what it means remaining judgement balance.

It reads as if they appointed a bailiff to collect part of the balance, and you paid it.

That would be a mighty odd thing for them to do

Deliberate scare tactic, the very mention of a bailiff tends to induce panic mode, its all mind games with these people, white noise, smoke and mirrors, all designed to get a response.
