Could you scan and post the letter/quote/demand for the certificate? Redact his details of course. But not the agency, let's all see who it is
I asked my son for this and he sent me screenshots of the emails, which I’ve attached.
Reed recruitment is mentioned, but he thinks they must have got his details when he applied to a legitimate advert from them.

CIFA exams are themselves legit, but more relevant for investment advisory, trading or banking as opposed to accounting roles. They're quite in depth, and usually done either over a year(s) if working solo, part of a finance degree, or sponsored by an employer who also teaches you on the job, helping you complete the course in a few weeks / months. While people may read up ahead of starting a role, I wouldn't expect them to be a criteria for a grad job - usually you do it in the first few months of a grad job or its a criteria for an experienced hire. It wouldn't make sense as something to complete in teh weeks before applying for a job.

For anyone else reading this, the reference to CIFA or IAC isn't inherently a scam, but you need to work out if it makes sense in context.. what this recruiter is offering may be for the real course just so they can get a referral fee / kick back and not caring that OP's son won't reasonably able to complete it right that moment, OR it could be an excuse to get money and they never supply the course.
