Council tax banding

Hello to all just joined the forum, my first post is regarding council tax banding. We purchased our present property in 1999 along with all the things to attend to and associated stress of selling and buying a property we were not made aware of appealing council tax banding.
The first mention of this has been whilst viewing Martin's TV show after wheeling out this information on a few subsequent shows, we decided to delve into our banding to our surprise we were delighted to find our property fits into the category of properties initially over valued and we should quite clearly be in band C and not our present band D evidence based on the purchase price in 1999 when we paid for it and working back it fits into the band C price range.
The subsequent appeals more than one have been met by refusals on various different levels which in our view seem to be added as one section is challenged. Our conclusion is the process of appealing is a pointless exercise unless you start the process shortly after the purchase of your property and you are confident your banding won't be increased.
The information given during Martin Lewis's show should be made more clear as to expectations expected when challenging the VO. My question is has anybody had any success in a challenge after quite a few years have elappsed after purchase.
