Reindeer food

I want make some bags of reindeer food for selling at a Christmas fair for children. Ive got the bags and labels plus some cute reindeer figures to tie on them but Im struggling on what to fill them with.
Someone said they had seen them for sale and they were just filled with porridge oats which look ok and are cheap but I cant see them being ideal if they are sprinkled on the lawn and leave a soggy mess or attract vermin. I think I need something glittery as well to make them a bit more exiting.
Any ideas please? Thanks
