I looked at the house prices in my road and in 1995 one home was sold for £60k. The banding associated with Band D is approximately £68k and therefore our home which was purchased prior to 1991 should I believe be in the lower banding. Can you advise please

I think you'd need to try and research a bit more on what house prices as a whole were doing in the 1990's and find more examples from the immediate area.
From memory 1995 was pretty much the bottom of a fairly major slump in house prices across the UK as a whole, so it's not beyond the grounds of impossibility that a house that sold for £60k in 1995 was genuinely valued at £68k in 1991, especially if you have just one example that could have been a desperate seller or a repossession.0 -
I'm ex VOA and in many areas 1995 prices were 20% to 25% below 1991 prices, so the 1995 price of £60,000 could easily have been a minimum of £75,000 in 1991If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
