Reclaiming overpaid Council tax due to having disabled son living at home

Is it possible to reclaim overpaid Council tax from many years ago.
My husband and I lived with our very disabled son and I was his full time carer,
We were told in 2008 by a social worker when he went into care that we should have been rated as a single person household receiving a 25% discount as our son and myself were excluded.
I asked if we could get a refund and was told no.
Is it worth investigating this now and if yes where do I start

    I think you will find asking for a reduction 16 years after the event is far too late especially as it was refused at the time. Obviously the council will have looked at the evidence you provided at the time and based their decision on that. So you are going to have to prove their decision was wrong before you encounter the problems of councils do not have to give retrospective refunds in such cases and many councils no longer have CT payment records beyond 6 years due to GDPR, so would not be able to give refunds.
