Council tax refund

If you have split 2 bedrooms to give a wardrobe space would this effect a claim for over paid council tax or re banding. The size of property has not been altered at all. This room could be used as a box room for a cot but not a single bed. So when comparing with similar properties would it be classed as a 4 bed instead of 3 then effecting if I can make a claim for a refund or lower council tax band?

    The VOA use the size of the dwelling as a comparator rather than number of bedrooms, so there would be little point in asking for a reduction. Even if CT were based on number of bedrooms, it is quite possible a dwelling could stay in the same band
