Council tax discount with part-time lodger.

I have a lodger who lives in the Midlands but comes down to Chessington to work and stays max 3 nights per week. He pays council tax at his main family residence and is registered to vote there.
My council say that I am not eligible for a council tax discount. Is this right? Is it up to each council to make up their own rules? How would I appeal it, if appropriate?

I'm pretty sure the rules are universal and if that's so then no, you don't have to include him as a resident because clearly he isn't resident. If I were you I would try to speak to someone else at the council as sometimes the people who deal with you aren't so educated on the rules as they might be

Ask to speak to a Senior Revenues Officer (or similar title). I'm not 100% certain on the rules re part time lodgers and SPD but I think you may still be entitled to SPDIf you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales1
