Saving council tax, if Son lives in second home

I recently bought a flat in another city for my son who is in university (full time) in that city. The flat is in my name, but only he will live there. Can he apply for council tax and other benefits like energy etc?

He won't pay council tax if he is a student - there is an exemption1

For most benefits the owner of the property is irrelevant; the people who live there are counted1

The council will send a letter to the flat addressed to 'Occupant' with a form to complete. You don't need to do anything unless you have been paying the council tax up until now; in which case you just inform them that you are no longer liable as there is an occupantatenolol said:Thanks for the prompt replies.
