Would something like an annual MOT test help weed out those dogs that shouldn't be allowed out on the streets?BikingBud said:

Dog runs onto road? As you're being a responsible road user and where you should be then it's the dog owner to "blame". The good old road traffic accident is now called a road traffic collision - shows an emphasis on how much is avoidable0

Even an "accident" can be someone's fault, through eg negligence. If it wasn't an accident, then it would be on purpose, for which there might be criminal liability.
