Some companies provide an upfront expenses float. For example £500 given to the employee that gets used for expenses and they are still claimed back in the usual way. The full £500 is then paid back when the employee leaves.

Works as an alternative to giving employee's company credit cards.

Maybe suggest such an approach if they are not willing to give credit cards. It limits their exposure to any financial wrongdoing.
