Factor Charging £4000 for windows I don't need

I have just moved into a flat I purchased in July, and in September I got a letter from the Factors (RMG Scotland) saying I need to pay £4,000 to replace the windows in the building, which will include ONE of the windows in my flat.
This is such an extortionate amount of money, and so soon after I have moved in.
Am I able to opt-out of this, or protest it? My windows seem fine! I have emailed them to ask when they first disclosed these plans as, if it was before I purchased the flat, then surely I should have been notified?!
If I cannot opt-out and end up having to pay the full whack, what kind of payment plan option can I explore, which doesn't charge me loads of interest?
Help please!

    The overall costs will be spread across all the flat owners. So you won't be able to opt out.

    Challenge the price may be an option.

    Get a meeting sorted out for all flat owners to discuss this?

    You'd be better off putting this in House Buying, Selling, Owner board
