PCN 01 Charge - Parked in a restricted street during prescribed hours

Afternoon
I have received a PNC 01 charge yesterday.  I have lived in my current house for 13 years and in all this time we (& neighbours) have always parked on the 2 sets of cobblestones This is how the road looks now, the main road was resurfaced in 20203):

Since the resurfacing of the main road, the double yellow lines have been redrawn and now once a fortnight the traffic office comes along and puts a PCN on any cars on the fist set of cobbles.  they cannot prove that the yellow lines have been driven over to get to the parking space, could this be appealed?

    As this is a council PCN and not a private PCN, please post your query over on the FTLA parking forum website in their council section, after reading their posting requirements there first

    Yellow line restrictions apply to the whole of the public highway which is from road edge to back of footway adjacent to the grassed areas in this case.

    Your only chance of appeal is if the cobbles aren't part of the adopted highway, or the Traffic zregulation Order for the yellow lines is defective.

    No.               
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
