NHS Dentist for 18yr old in full time education

My dentist has told me that my daughter will no longer get free NHS dental treatment when she turns 18 in September 2025, despite just starting her last year of A levels.
The NHS website indicates that children who are 18 and in full time education are eligible for free dental treatment.
So can my dentist do this?
Can I reclaim the cost of her dental treatment from somewhere?
