NatWest didn't want to offer me a card, but is it a rejection/refusal?

I went online to apply for a credit card from NatWest, after I put my personal details, I get an error that I can't continue with the application.
I gave them a call to ask and I was told they can't offer me a card now, and they can't say why!
This comes as a surprise to me, as I have never had this before, my credt score is top score, I have never missed a payment on my 10+ years mortgage or 5+ years credit cards.
I got two qustions, is this "officially a rejection/refusal", where from now on when I get asked "have I ever been rejected for a loan application" I should answer "Yes"?
Second, what could be the reason?
I did have a current account and a credit card with NatWest few years ago that I closed, could this be a factor?
I gave them a call to ask and I was told they can't offer me a card now, and they can't say why!

How far did you get through the online application, and how much discussion was there on the phone? Not missing payments isn't really any sort of meaningful measure - making contractual repayments on time is a basic bare minimum rather than an achievement! I think Natwest are having issues as I tried it last weekend and it went to a spinning wheel followed by an error several times. Now when I try it, it says I've used it to too often (after entering all details) and as a 'responsible lender' they can't go further. To clarify, this is their eligibility checker.

As regards a question about being turned down for a loan this isn't a loan, it's a credit card so certainly I wouldn't be saying yes based on this.

NatWest turned me down also despite never missing a payment on anything
I put it down to opening half a dozen bank accounts when I was switching for rewards1 -
I applied for the NatWest BT card last week. The first time I got an error, tried again a few minutes later and it went through fine. Card received a few days later.Debt Free: 01/01/2020

You get asked about cancelled policies / refused cover for insurance, but I've never seen anything like it for credit cards / loans.0 -
Completely irrelevant, but a couple of years ago I received a renewal quote from Direct Line for my car insurance through the post as usual. A couple of days later, I received a letter from them saying they are no longer able to insure me, and would not be sending a renewal quote (which I'd already received) and I would have to find another insurance company from the next renewal date. I was surprised, but shrugged this off as I was intending to switch insurers anyway (Direct Line was getting too expensive). Couple of days later, I received yet another letter, explaining that the previous letter had been sent in error, and they would be delighted to continue to insure me.
