ESC A19 advice - being chased for very old PAYE unpaid tax (2017/18)

Good morning
I am currently wrestling with HMRC over a demand for unpaid tax from the 2017-18 tax year
In summary, they are claiming that I owe £945 in unpaid PAYE income tax, which is not an insubstantial amount, so im not willing to give up without a fight
I first received communication regarding this earlier in the year
I asked them a) why the tax was owed and b) why it took so long for them to contact me.
My initial thought is that ESC A19 must apply due to the ludicrous time lapse between the end of the tax year in question and the request.
I have had a few letters back and forth (and I must admit - they have been filled with various errors and poorly worded statements). I did try to get through on the phone a few times but I don't have the time or energy to be sitting on hold for hours at a time.
Response to why the tax is owed (summarised):
"HMRC no longer hold all data from 2017-18 tax year due to GDPR legislation, however apparently notes on their system are saying that a previous employer operated the wrong tax code."
Response to why it took so long for them to contact me:
I've really struggled to get to the bottom of this - but apparently a previous address was marked as a current address in error, and various letters being returned to sender (I'm still none the wiser).
I tried to contact the previous employer who is mentioned as causing the initial error but they do not have records from this period either as they changed payroll supplier and the old records have been lost. I also don't have any of my old payslips myself from this time either, and ive changed bank accounts etc several times since then so can't verify what was actually paid to me
They keep giving me the line copy/pasted in each letter "we must have failed to act upon information provided which caused your underpayment, but we must have also failed to notify you of your underpayment for more than 12 months after the end of the tax year in which the underpaid tax arose" - I can't see how i'm not meeting this?
It seems very unfair for me to be forced to pay this tax when I have no ability to verify if this is even correct
