Annoying forum drop downs Quick Links and Categories, help!

I remember some time back there was a solution to get rid of the drop downs appearing every time you run your curser over them. but I can't remember how it was done?
Since the issues we had with the forum the annoyance has reared it's ugly head again.
Can anyone remember what to do to get rid of them?
