Civil Service Reference Issues!

I have received a provisional offer for a civil service role and arranged a potential start date having passed most of the pre-employment checks. I am about to give notice to my current employer however, something has gone wrong with my references, they told me they did not get a satisfactory response from one of them and the third one has not replied so far.
I gave them another referee to contact which i hope will check out.
I am hoping they don't ask for a fifth reference because i'm running out of people who can help me.
Is it better to stay in my current role and not tell them yet because this is making me nervous that i could end up unemployed if i time it wrong.
Does anybody know if your employment is dependent on all three referees checking out positively with my current role one reference was enough but i suppose civil service would be more thorough.
