Virgin Media can't service my address after being told they could, compensation?

Its a bit vague, but the scheme says "Your provider promises to start a new service on a particular date, but fails to do so." it doesn't mention pre-requisites to starting the service.juliushibert said:

Seems to imply that auto-comp is applied automatically to a customer's bill once the service is connected and becomes live.
It also says "Unless a specific exception applies, the scheme requires signatories to pay automatic compensation to customers when the problem is caused by an event beyond a customer’s, or the provider’s control. "
It also in a roundabout way mentions when a service cant be provided - "After this, your provider needs to take reasonable steps to provide a suitable alternative service. If they are not able to give you a suitable alternative, you will still be entitled to automatic compensation under the scheme." Which reads that if they cant provide any service, compensation is still payable.1 -
