Halfords refund to LoC question

Hi
I did open a ticket some weeks ago about a bike that had a recurrent problem - https://forums.moneysavingexpert.com/discussion/comment/80918294
I spoke with cycle2work, and explained the issue. They said that they were happy to have the funds returned to the LoC but the shop manager had to request that, so he should contact them
I went to the shop, and despite the manager saying that was against his advise, he started the process to have the bike returned and have the funds refunded to the LoC. I already returned the bike to them, so i believe everything is in place to have the money refunded to the LoC
At this point, what would happen if the manager changes his mind and says that he does not want to continue with the process? Is there any chance that this might happen, or should i consider that everything is done and it is just a formal process to have the money returned to the LoC?
Thanks

Apologies! Letter of collection, basically is the voucher used by cycle2work to purchase the bike through that scheme0
