I'm suprised you are so cetrain that  these issues are related to the chipset degradation. Out of mememory errors are unlikely to be related to the 3 issues you mentioed. The most liklely coause is that your peroformace core ratios are set too high. I'd suggrest installing Intel XTU which will allow you to ajust it. 

What's the maximum votalge spike  you've logged for a single core?

It absolutely *is* due to degraded processor cores, as when just the processor is replaced, it goes away.

It's a red-herring to point at the GPU, as Nvidia have already commented on, addressed by lowering the PCore Multiplier or setting voltage limits...
