they want 9.99 delivery and card details

I have entered the comp on there but am concerned its dodgy
have asked to pay with pay pal and waiting for them to get back to me

Yes it is a scam.

thanks thought it was too good to be true but would have been a great prize just didn't want my bank account emptied

you should never have to give your bank details after winning a comp unless they want to pay £280,000 into it.

I got it too. 
A quick google and there's a thread on Reddit and at least one person has paid the delivery charge.
I'd say a few folk fell for it. £9.99 delivery for a £900 scooter seems like a decent deal (to the uninitiated).
Now changed their name on Insta to 'theshopuk837' and set as private.
