Bank Parking PCN - Parked for 16 minutes [free 30 minutes!]

Firstly I will state, yes, I know there are lots of stickies, but I am being honest, I am working 80 hour weeks at the moment
I am going through a separation and house move, as well as running my business.
I am asking for a favour, I'm sure the answers are there if I had 3 hours to spend reading but I do not have that luxury and my work is not "desk based" so I really am struggling to find the time.. So I am asking for a "dummies answer".
I am exhausted.
With that out of the way, and with appreciation in advance.
I parked at a car park in Reading, which has 30 minutes free parking.
I was parked for 16 minutes. However, you needed to get a ticket from the machine to validate this, which I didn't realise as while there are signs which I have subsequently found upon a return visit, they were not illuminated at the time. I parked at 10:30PM, and as such it was completely pitch black in the car park mentioned.
I went into a Pizza shop to order Pizza on the day in question; I have proof of purchase for this event.
I have contacted said Pizza shop but they do not speak English very well and don't seem able to understand "can you please contact the parking company and have them cancel my fine".
PCN was received via letter to RK [late, it was dated over 2 weeks before it arrived] -
Date of Offence was 12th June, but letter not received until 1st July!
I used a template from this site to appeal on grounds of
1- signage not being up to scratch (ie not illuminated etc)
2- the charge of £100 reduced to £60 within 14 days of the letter (but the letter was delivered late)
3- The charge being too high and not representative of the land owners losses and asking for proof of this calculation
4- Evidence of the rules being broached given I was parked correctly and for less than 30 minutes
I did not name the driver.
Of course I received after a couple of weeks further a rejection to my appeal and telling me to appeal to the IAS.
I understand from a quick read that these IAS are a "kangaroo court".
Still I would like to deal with this swiftly as I have enough to deal with as it is.
I have until 18th Aug to appeal. I would really appreciate some next steps / suggestions.
Also, the address to which the RK is registered to is no longer available as of End of August - Should I email the PPC with an updated address?
Again, I fully appreciate I am being somewhat Lazy in terms of not reading but I do not have the luxury of time at the moment.. I would really appreciate any help and guidance.
I can upload redacted copies of the original letter if required and my response if necessary.
No notice was left on the car.

All in the Newbies. Read it when you have time as I don't have much time today sorry.1

That is not a current template from here the arguments are way out of date.If you read the newbies you would realise there is now no swift fix, well there is but you don't want to pay a scam do you?You would also realise from the newbies thread it isn't an "offence" or "fine" you didn't name yourself as driver but used said I parked on here did you say that to them?If the NTK was late and you didn't actually out the driver they can't use the POFA and hold the keeper liable.You will waste your time with an appeal to the IAS, yes you need to tell the dimwits when you move, you can then only sit and wait.You NEED to read the info on here the regulars cannot do this for you and are also busy, it's your invoice not ours, and the process is designed to be confusing, look official and take time it's how chancers wear people down.2

In simple terms
No IAS appeal
Email a Data Rectification Notice to the DPO at Bank Parking at the end of august telling them that they MUST ERASE your old address and MUST only use your new address for the service of papers. Attach redacted pictures of the proof of the new address
Ignore the debt collectors letters, debt collectors are powerless
There will be no quick fix, it's going to drag on, an on , and on, so be aware of that fact, for the next 6 years following the incident date
There is no fine, no offence , just an unpaid invoice2 -

And I certainly am not one to look help in the mouth.
But if there are 50k+ post users here - they clearly have luxury of plenty of desk time. I am out the door 7am and not home until 10pm on my feet all day. I do that 6.5 days a week. Woe is me and all that.
Hence why I'm asking for the key points to help. I get "help yourself" i just don't have the time. Given there are people who kindly deal with this all day and all night I was hoping they would take kindly.
I have dealt with a couple of parking fines before I'm generalised with never saying "I drove" or "I parked".
I only mentioned the driver or the registered keeper.
I am aware its an "invoice" not a fine. I'm just using generalised terms. Sorry.
I will upload a redacted copy of the NTK in about 30 mins, as I understand there is some wording that can matter deeply if missed etc.

If you are running your own business, you will be familiar with the process of sending out invoices. If someone does not pay the invoice, what remedies are available to you to try and recover the debt? Well, a PCN is exactly the same. It is an invoice from an unregulated private parking company for a debt incurred due to an alleged breach of a contractual term on a sign by the driver of the vehicle. It is not a “fine” or a “penalty” and no “offence” has occurred.
You either agree with the alleged debt and pay it or you dispute it. The appeals process is one method of dispute but the ultimate dispute resolution service is a county court hearing in the small claims track where the only truly independent arbiter, a judge, would decide whether you owe a debt or not.
Any advice on here would be not to pay as there are always arguments to challenge the validity of the invoice. These unregulated private perking companies are renowned scammers (Hansard) and rely on the general publics ignorance and gullibility when it comes to civil litigation to simply pay up once the going “seems” to get tough, even though there is very little you have to actually do to beat the scam.
So, adjust your thinking about this and decide whether you want the PPC to rip you off or you want to put them in their place and make a useful life lesson in the process for future reference when this could very easily happen again.3 -
Simply ignore Bank Park except to tell them about your new address when you move.
Do not pay.
Do not offer money.
Ignore £170 debt demands.
Do not try IAS.
Get on with your life as long as you tell them (not by phone!) to ERASE your old address. That is it.

I've attached PCN recieved 1st July (dated 12th June) for reference.
So my current action based on the above is
1. Update Bank Park with my new address and tell them to delete the old one.
2. Do not appeal via the IAS at all.
3. Wait and enjoy life. (Ha!)
