Forecast v estimate

My forecast for my pension is £221.20 and the estimate to April 2023 is £219.34. With 38 full years and in 2014/15 My NIC's is showing that I can top up that year to make it another full year.....Question can I really top up NIC's from 2014/15

You can (until the beginning of April next year) but it may not have any impact on your forecast amount.
The devil is in the detail - how many of those 38 full years are from 2015-16 and before ?
Were you contacted out at any point and do you know your COPE amount ? (it used to be visible from a link in your forecast, but I'm not sure it is anymore...).
Have you been working in April 2023-24 ? If you have then that may well add the extra year you need anyhow without the need to plug any gaps.1 -

All we need to re-discover now it the summary of ones NI record that used to be at the top of the NI record - full years, years still to pay if you are working etc and gaps. This was particularly helpful where the earliest 2 or 3 years are not itemised on the detailed list.
