How long for tax free child account approval

Hi,

I’ve applied for tax free child care and 15h free on gov website. I never had a child’s tax account before. It’s been 2 weeks and it still hasn’t been approved. Does anyone know how long it takes?
also, how do they check the annual salary? Is it based on last year? 

I’ve never applied because I earned over 100k and assume i won’t be eligible but I’ve just increased my pension contributions which takes me under 100k. I wonder how do they know that. What can I do to get it approved?
