How to Get Copy of Birth Certificate for SC

I recently got a new job and it requires SC clearance. The SC form is asking for "Town of Birth", "County / State of Birth", and "Country of Birth". It says "Must be Identical to Passport or Birth Certificate"
My UK passport only says "Hong Kong" as place of birth. I don't know the County or Town. My parents moved back to Scotland in 1988, when I was <2 years old and I've never seen my birth certificate.
Mygov.scot says I can order one online from ScotlandsPeople website but they have no record of me. I assumed cause I'm a British citizen, my record would have been put into the system but it appears not. How would I even go about getting a copy of it?

    Presumably your birth is recorded in Hong Kong, not Scotland and can be obtained via GovHK: Applying Online for Search of Birth, Death or Marriage Records, or Certified Copies of Such Records (www.gov.hk)

    Since your passport names Hong Kong as your place of birth I would presume you could leave 'Town' and 'County' empty and just fill in the 'Country'.

    Your birth will have been registered in Hong Kong, not Scotland.
    Having had a quick google search, it looks like you may be able to apply for a copy of your birth certificate here - although I suggest that if you are not being asked for the birth certificate itself you may want to check with your employer if they feel it is  necessary for you to jump through that hoop in the circumstances.

    I susect that there are many foreign countries that aren;t divided into counties, although they may have equivalents such a states or cantons, but I'm not sure about Hong Kong - On my UK passport the (UK) place of birth is given as the town I was born in so suggest that the passport bureacrats considered 'Hong Kong' as comparable

    I thought that Hong Kong was a city state. So the answer to all 3 would be Hong Kong.

    Hong Kong is divided into Districts and Cities but I believe you're correct in that the passport office consider Hong Kong as sufficient.
    I was on a business trip when I received the forms to fill in and return within 48 hours so I was stressing a little and whenever I called the helpline, I would be on hold for 30s then get cut off but I finally got through.
