HMRC tax refunds - open banking and options?

Has anyone recently used this service and is it considered safe?
Looking at it for a relative who is due a refund and unlikely to need to pay tax or receive refunds in future.
They're just not comfortable with the thought of HMRC (or anyone else for that matter - point of principle) employing the services of a third-party to follow you through into your account when you log in for them to confirm name, account details and check some transactions (what do the actually check here and how much?).
Why can't HMRC just use CoP to confirm an account?
I think the alternatives are bank transfers via a government gateway account (not sure if this is worth setting up) or cheque. How does HMRC validate your account when you sign up for a govt gateway account? Simply by CoP? I'd have thought it will be the same as open banking method?
