Issued with the wrong NINO at age 16

My daughter was issued with the wrong NINO at age 16. She had various part time jobs and an apprenticeship before it was picked up when she applied for a student loan 5 years later. She has no information about how it was resolved. She was issued with a new number and believe it to be corrected. She put in a complaint in December 23 to see if she could get some information regarding it but have had no response. On her gateway account it still says ‘in progress’. Her most recent employer is not logged as an employer on her account and she has been working there for 4 years. She was on the emergency tax code and has not received any rebate of any kind. Any advice? We just can’t see a clear picture. *can’t find a category to post this in so I opted for pension related category*

These are two issues.
The mix up with NINOs can affect her benefits, and her pensions going forward. Once upon a time employers used to issue temporary ones TNddmmyy, which people had to get merged with their real one later, so they can do it.
The BR tax rate is her employer's HR being incredibly lazy. Did she have a P45 from her previous employer? Your daughter could try the "Ask HMRC online" chat line as a starter because they can transfer your to a human, apparently, if they can't answerIf you've have not made a mistake, you've made nothing0 -

Based o what you have posted other than the tax year she started this job there is unlikely to be a refund due.0 -
Contact hmrc on the online chat function.
Have her employers PAYe codes available. Ask if there is a duplicate record and if so get that merged to her original record0
