so ive been contacted by a firm of solicitors who state they can help me claim a reduction on my former property i owned back in the late 90's, before completing anything with them i checked the info myself
ive checked the info on the Valuation office website and it does show the lower band going back to 1993 on my old house
However when i contacted the council they said they couldn't process the refund as their systems dont go back that far, where do i stand with that, the Valuation office have records back to 1993, yet for my liability the council no longer hold records covering my liability from 1998 to 2011

You stand in a long line with many others who thought they would either get a refund or a refund going further back than they actually received. Because of "data protection" many councils now destroy CT payment records more than 6 years old. So as the council no longer have a record of what you paid, they will not issue any refund. From their point of view, a refund may already have been issued and they have no way of knowing.
Sorry, but there will be no refund forthcoming. If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0 -
Do you have your own proof that you paid council tax at the higher rate before 2011 (original demands, bank statements etc)? If so, it seems to me that it would be hard for the council to argue against that evidence, just because they have chosen to destroy their own records.

I was in the same boat, my local council advised id need to provide proof of residency at the property for that time, Obviously i wasnt keeping council tax bills back to 1993, Understandable i suppose as i could have said anything, but annoying non the less as lost out on probably about £1000, but i was told my details had long since been deleted0
