One person's SP entitlement is not relevant to another's  as  circumstances (qualifying years/contracting out etc) differ from person to person. This has not changed with the inception of new state pension.

It seems that both you (and your spouse?) are within a few years of reaching SPA?

On 6/4/16, the NI record of all those under SPA was examined in order to calculate each individual's starting amount for new

state pension. It was the higher of

    Old Rules

National Insurance Qualifying Years/30 (max) x £119.30 + ( Additional State Pension - (if applicable) Deduction for Contracting Out of

    ASP).

    New Rules

(NIQY/35 (max) x £155.65) - (if applicable) Contracted Out Pension Equivalent.

A person who had never  contracted out and who had accrued substantial ASP might have reached a starting amount equal to (or

even in excess of) a full NSP with under 35 NIQY.

Another person who had been contracted out his whole working life could have a starting amount  under a full NSP even with well in

    excess of 35 NIQY.

This was produced around ten years back as a "Consumers' Guide" to NSP.
