HMRC Refund - Waiting over 1 year

In May of 2023 I submitted self assessment claim for money i was due back to me. I was initially told this would be resolved and paid to me within 3-4 months. Thinking to myself that would be perfect to my family on a holiday (first in 9 years). We are now mid July 2024 and Im still waiting for my payment. I have complained until Im blue in the face and just keep getting told they have a resolve it for next month. This has been their battle cry for the last 4 months now. 
I am pretty sure if i owed them in the region of £6k they wouldnt put up with me telling them i will pay it back next month. They would move heaven and earth to get the money back ASAP. 

I really don't know what else to do as I have complained and call at least once a week. 

During a cost of living crisis and this is being held from myself and my family. 

Would anyone have a suggestion as to how i can escalate this and get my payout?

    Raised s formal complaint... You'll find a link on a thread on this site about NI. I had to to go this route to get a missing NI payment resolved and it was in the space of about a month after a year of chasing.
